While 2020 may not have a Mickey's Not So Scary Halloween Party, it seems Disney will be modifying the daily park experience to help us cope with the absence. So far decorations have been put on hold to being put out on September 15th. However, everyone will be able to wear costumes every day till the end of October which was exclusive to the Halloween party. The costume guideline for 2020 is the same as it is for Mickey's Not So Scary Halloween Party and is listed in the article below.
Mickeys Not Scary Halloween Party, for those who have never gone, is a separate ticket event that lets guests into the Magic Kingdom later in the afternoon but runs late into the night around midnight. The park is fully decorated in Halloween fun with special merchandise, food, drinks, rare character meet and greets a special parade, and a fantastic firework show.

Upon entering the park you will be given Mickey's Not So Scary armband and a bag to trick or treat with. You will see lighted Trick or Treat inflatable pillars around the park to indicate where to get your candy. They are spread across the entire park and go into places you wouldn't expect like restaurants that are closed seasonally or within certain attractions they may have been altered or closed for the event. An example on the attraction side is Monsters Inc. Laugh Floor will have the screen on and monsters still doing their live performance, while guests walk through the front of the theater to get candy. You can usually sit down like normal in the show and they will still put you up on the screen and interact.
Normally you are allowed to dress up in Halloween costumes for the event however there are strict guidelines. The list below was taken from www.disneyparks.com

For family's big on the Disney magic moment pictures this Party is for you! There are usually a ton of fun picture opportunities with Disney Photo Pass that include things like The Hitchhiking Ghosts, various villains, and other kinds of "spooky" fun. Aside from that are the inclusion of rare character meet and greets. Some characters are a near guarantee like Jack and Sally of Nightmare Before Christmas and all seven of the Seven Dwarfs at once, as well as Mickey and the Gang in Halloween costumes. Others are more random on who you may see such as Moana, Tarzan, and Jane, Queen of Hearts, or Tweedledee and Tweedledum. It really is a great time for those who love character pictures.

There have been special overlays to certain rides like having costumed-character pirates interacting with guests in the queue and the ride itself at Pirates of the Caribbean.
Haunted Mansion's ghosts can be found outside the ride before entering the interactive portion of the queue keeping guests entertained. The Haunted Mansion is an area you don't want to miss at this party.
The Mad Hatter's Tea Cups feature lights and a new soundtrack. Here you will also spot a special meet and greet location with different characters.
Across from the Tea Cups at Cosmic Rays, they will have a DJ dance party going on while the restaurant remains operating like normal. This location usually has some of the special Halloween Party treats.
The next overlay is usually at Space Mountain. Here they turn the stars and planets projections leaving the ride more in the dark than normal. They also pump in some loud rock music and screams to add to the effect.
These overlays may not be exactly what you'll see since this party seems to change every year. You really never know what you are going to see.

This party is definitely worth doing if your trip falls within the time frame the party takes place. There are tons of things to do and lots of snacks and drinks to try. They also have themed snacks that are exclusive to the party.
